Two towers and a 2024 milestone report
Phoenix Towers is two towers, A and B, on one oceanfront property, along with a pool building and a single-level parking structure. The association's 2025 draft budget covers 176 units across both towers.
The association commissioned a Phase 1 milestone inspection of Building A from O&S Associates, dated March 6, 2024. It found no substantial structural deterioration, rated the building in fair to good condition, and concluded that a Phase 2 inspection is not required. It did note minor concrete spalling, hairline cracks, debonded stucco and expired sealant joints, and it recommended a façade maintenance program and added waterproofing at the balconies.
Ask the association for Building B's milestone report, which isn't among the documents reviewed here, for the status of the recommended maintenance work, and for the structural integrity reserve study. The 2025 draft budget includes a line for structural integrity reserve funding.
No pets, and leases of 30 days or more
The association's rules (effective August 2024, revised September 2024) prohibit pets of every kind on the property. Only service animals and emotional support animals approved in writing by the board are allowed. If you have a pet, this is the deciding fact.
Owners may lease a unit up to four times a calendar year, for 30 days to 12 months each. Rentals under 30 days aren't allowed, rental occupancy is capped at five people, and a non-family guest who stays more than 10 days counts as a lease. October 2026 listing data matches: four leases a year, a 30-day minimum and no pets. Confirm the current rules with the association: they change by amendment, and rental rules don't tell you what a unit will earn.
Day to day
The clubhouse has a kitchen and can be reserved for private events. There's a sauna, a fitness room off the Tower A lobby, and courts for tennis, pickleball, basketball and shuffleboard. Barbecue grills are shared, a bike room and storage lockers are on site, and a fob-operated gate leads from the property to the beach.
Listing data gives the flood zone as VE and X, so ask which zone applies to the unit you're considering and get an elevation certificate before you price insurance.
Condo due diligence at Phoenix Towers
Oceanfront condos are bought as much through the association's documents as through the unit itself. Before you commit, get these — and give yourself time in the contract to read them.
Budget and reserves
Get Phoenix Towers's current adopted budget and reserve schedule. Look at what is actually in reserve against what the schedule says should be, and how long the roof, elevators, paint and waterproofing have left.
Milestone inspection and structural integrity reserve study
Florida requires milestone structural inspections for condominium buildings three stories or taller once they reach a set age, and a structural integrity reserve study (SIRS) for the components that keep the building standing and dry. Where they apply, ask for both reports and read the recommendations, not just the cover page.
Special assessments
Ask the seller and the association, in writing, about any assessment that is approved, proposed or under discussion — and read a year of board minutes, which is usually where a coming assessment shows up first.
Litigation and developer control
Ask Phoenix Towers in writing about any pending or recent lawsuits involving the association, whether against a developer, contractors, owners or insurers, and check the county court docket yourself. In a newer building, also ask whether control of the association has passed from the developer to the owners.
Insurance
Get the master policy declarations: wind, flood and deductible. Then price your own unit policy (HO-6), including loss-assessment coverage, before you commit — on the ocean, insurance can move the monthly cost as much as the association fee does.
Pets, leasing and approval
Get the current declaration, bylaws and rules for Phoenix Towers. Pet limits, minimum lease terms, leases per year, waiting periods and the buyer-approval process are set by each association and change by amendment.
Parking and storage
Find out how parking spaces and storage units at Phoenix Towers are held: deeded as their own parcel, tied to the unit as a limited common element under the declaration, assigned by the association, or rented. Confirm which ones (by number) go with the unit you are buying. Ask what each costs on top of the association fee, whether there is a waitlist, and what transfers with the unit when you sell.
Storm procedures
Ask how Phoenix Towers prepares for a hurricane: impact glass or shutters and who installs them, generator coverage, elevator and garage procedures, and what owners must do before leaving for the season. Check the county evacuation zone for the address — it is a barrier island.
