Stephen Ross's Related Ross has filed plans for a new 25-story residential tower at 464 Fern Street, in the middle of downtown West Palm Beach. The plans, submitted to the city's Plans and Plats Review Committee in June and made public in late August, describe 194 residences in two- to four-bedroom layouts, rising roughly 316 feet over a multi-level parking podium.
If you follow this market, that address should make you sit up — because it isn't on the water. Every residential project Related Ross has launched in West Palm Beach to date has been a Flagler Drive story: South Flagler House, the two-tower development that reset the city's price ceiling; Shorecrest, the boutique wellness building on North Flagler; and Edgeworth, the Kohn Pedersen Fox-designed full-block site at 1155 South Flagler. This filing is different. This is the developer that owns most of downtown's Class A office space deciding the downtown core itself is ready for this scale of residential investment.

What the Filing Describes
The site is a 2.64-acre parcel at Fern Street and South Dixie Highway that Related Ross acquired in May for $55 million — a number that tells you how seriously the developer prices this corner of downtown before a single unit exists.
The plans call for:
194 residences, two to four bedrooms. Read that unit mix again — no studios, no one-bedrooms in the filing. At 194 units across 25 stories, these are full-scale homes, not an investor-grade rental matrix. The mix alone says the developer is designing for people who intend to live downtown, not park capital there.
Architecture by Roger Ferris + Partners. This is the firm's second West Palm Beach collaboration with Related Ross, following Shorecrest — a pairing the developer clearly liked enough to repeat.

A street that gives something back. The ground level pairs 4,343 square feet of commercial space with a garden plaza and public art facing South Dixie Highway — the kind of street-level gesture the city has been pushing new towers to deliver, and one that matters on a block pedestrians actually use.

What the Filing Doesn't Say — Yet
Two honest caveats before anyone gets ahead of the facts.
First, condo or rental: the plans don't formally declare it, and Related Ross hasn't announced branding, pricing, or a sales program. Early reporting on the May land purchase pointed to a for-sale project, and the unit mix supports that reading — but until the developer says so, treat tenure as expected rather than confirmed. Second, timing: the project is still working through the city's review process. No approvals have been granted, no groundbreaking date exists, and no delivery year has been announced. Filings of this kind routinely evolve between first submission and final approval — heights shift, unit counts move, amenity decks get redrawn.
What is confirmed: the land is bought, the architect is hired, and the plans are in front of the city. Related Ross does not spend $55 million on entitlement exercises.
Why This Corner of Downtown
Stand at Fern and South Dixie and you are one block from The Square's restaurants and shops, a short walk from the Brightline station, and five minutes from the Clematis Street waterfront. It is arguably the most walkable unbuilt corner left in the city — which is exactly the argument for building 194 residences on it.

What This Means If You're Watching the Market
Nothing at 464 Fern Street is for sale today, and anyone suggesting otherwise is ahead of the facts. But if the project confirms as a for-sale building, it will be the first new condo tower of this cycle positioned in the walkable core rather than on the water — a different product, at what will almost certainly be a different price point than the $10M-plus waterfront tier.
